We are pleased to share with you an analytical overview of the outcomes of the Ukraine Recovery Conference 2026, which has concluded in Gdańsk. For large and mid-sized Ukrainian businesses, the conference sent a clear signal: the financing of Ukraine’s recovery is moving from political declarations to practical implementation mechanisms. A total of 160 agreements worth more than EUR 10 billion were signed.
The reform package adopted ahead of the conference has brought Ukraine’s legal framework closer to EU standards. At the same time, international institutions, including the World Bank, the EBRD and the EIB, are deploying unprecedented risk-mitigation instruments: first-loss guarantees, price stabilisation programmes such as RAMP-UP, and war-risk insurance mechanisms. These instruments open more direct access to capital for companies that can demonstrate institutional maturity, financial transparency and a clearly structured business model.
The practice of international financial institutions shows that access to financing is increasingly determined not only by the economic potential of a project, but also by the company’s investment readiness. This includes the quality of corporate governance, transparency of financial reporting, the effectiveness of compliance systems, and the maturity of risk management.
